Rental project types

Turnover repairs in a unit

Between tenants a landlord might redo one kitchen floor and then a bathroom wall in the next unit. Each renovation needs an AHERA inspector’s survey, and no one else can rule a suspect material asbestos-free. The summary goes to maintenance staff, other trades and anyone else who could touch the material.

Rented single-family houses

A rented house is not a single-family residence under PSCAA’s definition, even though it looks like one. The $25 homeowner notification tier and the owner survey exception do not apply to it; the size-based tiers for other buildings do. Confirm the current fee with PSCAA before quoting.

Occupied buildings

With residents next door, work is phased so the controlled area stays sealed and restricted, and waste leaves by a planned route. Quantities for each building are counted against PSCAA’s yearly thresholds.

Apartment portfolios

An owner with several buildings can file a single annual notice, provided each building’s yearly asbestos total stays below 260 linear feet and 160 square feet and a written report reaches PSCAA within 15 days after every quarter. A larger project in one of those buildings is notified on its own.

Rules that change for landlords

Compared with an owner-occupied house, rental work adds requirements at each step.

Surveys and reports

RCW 49.26.013 puts the duty to have a good-faith inspection performed on the owner or owner’s agent, and the written report goes to contractors before they bid.

Certified crews

State law requires removal by a certified asbestos worker under direct on-site supervision of a certified supervisor. L&I notice is required before projects over 48 square feet or 10 linear feet.

Records

Shipment records are the owner’s to keep. If the disposal site’s signed copy has not come back after 35 days, PSCAA expects follow-up, and a written report to the agency if 45 days pass; copies are retained for two years at least.

A building headed for demolition moves to pre-demolition asbestos abatement, and asbestos testing and surveys covers the survey that rental work starts from. Other services are listed on the Lakewood Asbestos Removal home page.
