  • Asbestos survey before a remodel, one house$400 – $1,000+

Nobody should open a Lakewood, Washington ceiling, floor or wall without knowing what is in it. Lakewood Asbestos Removal arranges the asbestos testing and surveys that answer that: an AHERA building inspector goes through the work area, collects a bulk sample of each material and delivers them to a lab. The written results are what a removal contractor bids from.

Two rules sit behind the report. PSCAA requires a survey of suspect materials before a renovation or demolition, and Washington law asks the owner or the owner’s agent for a good-faith inspection before a project that may disturb asbestos, with the report passed to contractors before they apply or bid. We set up surveys in Lakewood and the neighboring communities of Steilacoom and Parkland.

Asbestos survey options

Renovation survey

Limited to what the project will disturb. A kitchen floor replacement means sampling the floor layers, plus the ceiling overhead if that is coming down too. Outside an owner-occupied single-family home, PSCAA requires an AHERA building inspector to perform the survey, and a suspect material can be ruled asbestos-free only by that inspector.

Pre-demolition survey

Extends to the whole structure, including siding, roofing, caulk and anything buried in the walls. PSCAA requires an AHERA inspector for every demolition, with no owner exception. The result feeds the PSCAA demolition notice that Lakewood’s residential permit matrix lists as a submittal item for demolition applications.

Owner survey of an owner-occupied house

A resident owner of a single-family house surveying it for a remodel is the lone party allowed to go without an inspector. Landlords, condo owners and duplex owners are not, and a demolition removes the allowance even for that resident owner. A positive sample brings the full work-practice and disposal requirements either way.

Sampling one material

A single lab result tells you whether one sample held more than 1% asbestos and nothing more: not the other layers, not the quantities, not the rest of the room. Once the plan settles, a fuller survey is the next step. PSCAA also lets a material be presumed to contain asbestos and treated that way with no testing at all.

What the survey should settle before work starts

A survey written for the project answers the questions that decide cost and paperwork.

Quantities and notice

A positive result becomes a plan once it has measurements. Each structure gets a yearly allowance of 10 linear feet of friable pipe insulation or 48 square feet of other friable material before PSCAA wants notice, and L&I’s separate notice starts above 48 square feet or 10 linear feet.

Reports that no longer match the plan

A report speaks only for the materials and rooms it lists. An older one is useful where its samples match the current scope. Add a wall to a bathroom job or a second flooring layer, and those materials need their own samples.

What the City asks for

The City’s remodel brochure does not mention asbestos, and the residential matrix lists PSCAA notification under demolition only. A remodel survey is therefore a PSCAA and state obligation, not a Lakewood permit item.

Entry of a 1970s split-level with small taped sample spots on the ceiling, wall and floor and sealed sample bags on a step

A survey that finds ceiling texture leads to popcorn ceiling removal; one that finds floor layers leads to floor tile and sheet vinyl removal. When the whole house is coming down, pre-demolition asbestos abatement follows from the same report. The rest of Lakewood Asbestos Removal is on the home page.
